China’s US$302 Million Concessional Loan to Cambodia Officially Signed
AKP Phnom Penh , February 6, 2012 –
China provided another concessional loan of US$302 million to rehabilitate Cambodia ’s physical infrastructure.

An official agreement to give the loan to Cambodia was held here last Thursday between H.E. Keat Chhon, Deputy Prime Minister and Minister of Economy and Finance, and Mr. Li Ruogu, Chairman and President of Export-Import Bank of China .

The US$302 million concessional loan, according to Deputy Prime Minister Keat Chhon, makes up 85 percent of the total amount needed to rehabilitate national roads 214 and 76, a bridge across Mekong River , and Vai Ko irrigation system in Svay Rieng province.

The rest of the amount needed especially for related demining works, compensation for impact and taxes (around 15 percent) will be covered by the Royal Government of Cambodia.

The provision of the concessional loan was resulted by the Dec. 13, 2010 meeting between Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and his Chinese counterpart in China .

Including the US$302 million concessional loan, the total loans promised by China to Cambodia is US$1,816 million. Primarily the said loans are to be used for the four development priorities of Cambodia initiated by Samdech Techo Hun Sen, namely road, bridge, irrigation system and electricity rehabilitation and construction.

The concessional loan, added H.E. Keat Chhon, will help boost Cambodia ’s economic growth, thus further end the country’s poverty.

The Start of Cooperation on Agricultural Sectors between Cambodia and Mexico
Newly appointed Mexican ambassador, H.E. Mr. Gilberto Limnon Enriquez, to Cambodia indicated his position in coordinating Cambodia-Mexico agricultural sector by creating MoU between the two Ministries of Agriculture. The affirmation was made 3 February in the courtesy call on Minister Chan Sarun, during which the ambassador also handed the minister the invitation to G20 summit to be held from 30 to 31 May 2012. The aforesaid MoU will be drafted and forwarded to the Mexico’s Ministry for review soon prior to G20 Summit occurrence. (Rasmei Kam, 05-06 February 2012) 

China Provides Loan of over 300 million USD for Road, Bridge and Irrigation System Construction
According to the Ministry of Economy and Finance, China has recently provided 302 million USD concession loans which will be used for the implementation of three projects: Construction of the National Road No124 and Thalaborivath-Tbeng Meanchey Mekong crossing bridge, Construction of National Road No76 from Sen Monorom-Ta Ang and Development of Vaiko Irrigation Phase I in Svay Rieng province, said the DPM Keat Chhon during the signing ceremony with Mr. Li Ruogu, President of the Export-Import Bank of China on 2 February. This loan is in Cambodia-China bilateral cooperation framework, accounting for 95 % of the total projects, 314.9 million USD.  (Rasmei Kam, 04 February 2012)

Japan Grants over 100,000 USD for the Construction of Port near Lao Border
The aid from Japanese people with the amount of 103,334 USD was dedicated for the construction of the so-called Anlung Morkot Port in Osvay commune, Stung Treng province, completely finished on 1 February 2012. People in the region are expected to live their lives in a better condition after the completion of this port construction. (Rasmei Kam, 04 February 2012).
  
Germany Provides €1.2 Million to the Victims Support Section of the ECCC
Germany, through the Ministry of Foreign Affairs, signed a Letter of Agreement yesterday to provide a further €1.2 Million to the Victims Support Section (VSS) of the Extraordinary Chambers in the Courts of Cambodia (ECCC) – its fourth donation since the VSS was established in 2008, said an ECCC press release. During the Signing Ceremony at the ECCC, Mr. Horst Triller, Chargé d’ Affaires, expressed his strong support for the work of the ECCC, and announced that Germany would continue to provide financial support to the VSS.
