Development Cooperation for Road Infrastructure Rehabilitation between the Republic of Korea and the Kingdom of Cambodia

1. On November 14 2011, Ceremony for the official use of National Road No.3, Phase II and Ground Breaking Ceremony for National Road No.31,33, Provincial Road No.117 and Kampot Bypass were presided over by H.E. Samdech Akka Moha Sena Padei Techo Hun Sen at Prey Ping Khang Tbong Village, Dangkor District, Phnom Penh. H.E. Chang Hojin, Ambassador of the Republic of Korea attended the ceremony on behalf of the government of the Republic of Korea and H.E. Tram Iv Tek, Minister of Public Work and Transport made reports on the projects.

   - The ceremony was also attended by many Cambodian high dignitaries including Deputy Prime Ministers, Senior Ministers and Ministers as well as Korean guests including the President of Korean Expressway Corporation, Executive Director of Exim Bank and CEO of Kukdong Construction & Engineering.

   - H.E. Samdech Prime Minister Hun Sen remarked with gratitude that the Korean government has substantially contributed to improvement of infrastructure in Cambodia and went on to say that these projects are expected to develop transportation network in Southern Cambodia, promote regional development and stimulate tourism industry.

   - The Republic of Korea has provided 36.9 million USD and 17 million USD of Economic Development Cooperation Fund(EDCF) for Phase I and II respectively of the National Road No.3 Rehabilitation Projects that improved total 170 km of road infrastructure from Phnom Penh through Kampot to Trapang Ropaou.

 - cost : 41.5 million USD (EDCF loans : 36.9 million USD)
 - Period : from June 01, 2008 to June 01, 2011
 - Executing Agency : Ministry of Public Works and Transport
 - Scope : 137.5 km from Phnom Penh to Kampot Town together with 26 new bridge construction
* Phase I of National Road No.3 Rehabilitation Project(Kampot-Trapang Ropaou, 32.79km) was completed in May, 2007

    - The Republic of Korea also committed to provide 30 million USD of EDCF loans for the National Road No. 31, 33, Provincial Road No. 117 and Kampot Bypass Project that improve 106 km of road infrastructure.

 - Cost : 35.3 million USD (EDCF loans : 30.0 million USD)
 - Period : from August 01, 2011 to January 31, 2014
 - Executing Agency : Ministry of Public Works and Transport
 - Scope : 106 km together with new 20 bridge construction

2. Loan Agreement for Rehabilitation of National Road No.21 Project was signed by H.E. Deputy Prime Minister Keat Chon, Minister of Economy and Finance and Mr. Byun Sangwan, Executive Director of Korea Eximbank at the Ministry of Economy and Finance in the afternoon. H.E. Chang Hojin, Ambassador of the Republic of Korea attended the ceremony on behalf of the government of the Republic of Korea.

  - The Republic of Korea will provide 52.5 million USD of EDCF loans for the project that will rehabilitate 65.5 km of road infrastructure from Ta Khmau to Chrey Thum.

 - Cost : 61.6 million USD (EDCF loans : 52.5 million USD)
 - Executing Agency : Ministry of Public Works and Transport
 - Scope : 65.5 km from Ta Khmau to Chrey Thum together with 58 bridge construction

3. To date, the Korean government has committed 340 million USD for 12 EDCF projects and contributed 68 million USD of grant assistance to Cambodia.
