Record of Discussion Signing Ceremony of the Project for Strengthening the CLMV Capacity for the ASEAN-ROK Cyber University in Cambodia

Phnom Penh: Yesterday, at the office of the Ministry of Education, Youth and Sport, there was a signing on the Record of Discussion of the Project for Strengthening the CLMV Capacity for the ASEAN-ROK Cyber University in Cambodia between the Ministry and Korea International Cooperation Agency with the total budget of $1 million for the duration of 3 years.

The R/D was signed by H.E. Im Sethy, Minister of MoEYS, and Dr. Shin Euicheol, Representative of KOICA Cambodia Office with the honorary participations of many of officials from the Ministry and KOICA Cambodia Office.

H.E. Im Sethy stated that the Project for Strengthening the CLMV Capacity for the ASEAN-ROK Cyber University in Cambodia has the objective to build the capacity of Cambodia’s ICT human resources through establishing an e-Learning center in the Institute of Technology of Cambodia and the transferring of Korean experience and knowledge, to contribute to narrowing the digital technological gap, and to response to the suggestion from ASEAN Secretariat at the ASEAN-KOREA Commemorative Summit in 2009 in Korea. He added that to meet the above objectives, the e-Learning Center will consist of:

1) the establishment of e-Learning Center which consists of the Learning Management System and e-Leaning contents at Institute of Technology of Cambodia, 2) the provision of equipment and material necessary for the operation of the project, 3) the invitation of officers and individuals from Cambodia to Korea to transfer knowledge and experience in management and development of e-Leaning, and 4) the dispatch of Korean experts to Cambodia to conduct managerial activities and to provide technical advice on the implementation of the Project.

H.E. Minister noted that the project for strengthening CLMV capacity for ASEAN Cyber University is a crucial factor to allow the CLMV countries to acquire technology and knowledge related to e-learning system and to promote Cyber University which leads to more effective and efficient education with other countries in ASEAN.
