According to the press release of the Korea International Cooperaton Agency (KOICA) informed that KOICA was a Korean government’s agency responsible for Official Development Assistance to developing countries. KOICA’s programs can be broadly classified as human resources cooperation programs such as Invitation of Trainees, Dispatch of Experts and Korean Overseas Volunteers (KOVs) and development cooperation programs such as Development Study, Project-Type Cooperation, etc.
For Cambodian country, the same press release also informed that Cambodia was the one country among other recipient countries that was received KOICA grant Aid Programs. The objectives of the assistance to Cambodia were to reduce poverty in Cambodia and support continuous economic growth by combining development strategy of Cambodian government and Korea’s Country Assistance Strategy.
The official officer of KOICA to Cambodia informed that strategies of the assistance to Cambodia were to share Korea's development experience and integrate comparative advantages in ODAs, avoid overlapping with other donor countries. KOICA’s ODA in Cambodia has been carried out since 1991.
There were some proof evidences that were presented by KOICA officers to the Cambodia reporters by going to see the sites in Phnom Penh and at the community base of Cambodian people in Bateay district, Kampong Cham province such as:
1- 60 Students was studying Korean language as Bachelor’s degree in Institute of Foreign Languages (IFL) in Phnom Penh. They were taught by three Korean volunteers. ). Since 2004, KOICA has dispatched six (6) volunteers to work in IFL as Korean language teachers.
2- The “Project for Food Control in Batheay Region”, the construction of flood control dam was over 10 km long. It was linked to the National Road No. 6 A. This project was implemented two times, first phase from 2007 to 2008 with the total cost of 2 millions USD, second phase from 2009 to 2010 with total cost of 2.5 millions USD with the beneficiaries to the 30,500 people of 5,650 families, 20 villages of 2 communes.
There was also “KOICA-JICA Joint Program” with the total cost of approximately 300,000 U.S dollars co-financed by JICA and KOICA. This program was focused on Agricultural Farming Development for Income-Generating Crop for Village Rural Community Development. Many village people who got the benefit from that program were informed that they could increase their income about 40%.
