KOICA To Provide Human Resource Development Center Project

The Korea International Cooperation Agency (KOICA) will donate Human Resource Development Center project for the Royal University of Phnom Penh (RUPP) with the estimated cost of US$ 6.5 million.
Mr. Son Sung-il, Deputy Representative of KOICA Cambodia, said that the project was designed with the purpose to improve national competitiveness of Cambodia through human resource development program.
He added that for next five years, expected to start from 2010 to 2014, the project will cover the establishment Human Resource Development Center equipped with modern teaching materials, creating human resource development program including Information Technology, and Technical Training courses, and dispatching Korean experts.
“The final agreement over this project will be signed by the two countries after the last seminar was held on August 31st, focusing on the presentation and discussion of result of basic design study of Cambodia-Korea Human Resource Development Center with all project’s stakeholders like KOICA, RUPP, and Ministry of Education, Youth and Sport,” he said.
He pointed out that this project is a part of Official Development Assistance from the Republic of Korea following the official request from the Royal Government of Cambodia to support infrastructure development that will benefit education sector in Cambodia.
KOICA in cooperation with RUPP will organize a seminar on 31st August 2010 in Phnom Penh to discuss about the result of basic design of Cambodia-Korea Human Resource Development Center, he said, adding that the seminar will be chaired by H.E. Lav Chhiv Eav, Rector of the Royal University of Phnom Penh, and Dr. Shin Eui-Cheol, new Representative of KOICA office in Cambodia.
He added that during this seminar, the KOICA’s Basic Design Study team will present their study result and collect feedback to reach to finalize their study report.
According to Mr. Son Sung-il, the Korean International Cooperation Agency (KOICA) is a Korean government’s agency responsible for Official Development Assistance (ODA) to developing countries. KOICA’s programs can be broadly classified as human resources cooperation programs such as Invitation of Trainees, Dispatch of Experts and Korean Overseas Volunteers (KOVs) and development cooperation programs such as Development Study, and Project-Type Cooperation.
In 2008, South Korea gave Cambodia US$ 13.1 million in aid and US$ 30 million in loans. So far, KOICA has been implemented a total of 20 main projects in Cambodia in which 10 projects in Phnom Penh and other 10 projects implementing in provinces.
This year, KOICA plans to implement seven projects including Irrigation System Construction in Batheay Region within US$ 2.5million; Irrigation-based Rural Development in Kampong Cham within US$ 2.4 million; Capacity Building of Siem Reap Provincial Hospital within US$ 3.3 million; Human Resource Development Center Construction within US$ 6.5 million; National Base Map Production within 2.5 million, Siem Reap Ring Road Construction within US$ 9.2 million; and Solar Hybrid Power Energy System Construction within US$ 2.2 million.
