World Bank reaffirms commitment to advancing Cambodia’s clean water sector

 Minister of Industry, Science, Technology, and Innovation (MISTI) Hem Vanndy met with a delegation from the World Bank to discuss enhancing public water utilities and supporting private water operators in Cambodia. He thanked the World Bank for their support, especially in the water sector, which is a key priority for the government. Vanndy outlined plans to develop the water sector, focusing on ensuring universal access to clean water. The World Bank confirmed its commitment to these efforts, including through the WASAC project. Vanndy also discussed challenges faced during the dry season, with plans in place to address water shortages. The partnership aims to promote access to clean water and drive economic development in Cambodia.

Japan announces $50 million loan to boost investment in Kingdom

Japan has decided to provide an 8 billion yen (about $50 million) ODA loan to Cambodia to improve the investment environment and attract financing from Japanese firms. Japanese Foreign Affairs Minister Yoko Kamikawa made the announcement during a meeting with Prime Minister Hun Manet in Phnom Penh. Kamikawa expressed Japan's willingness to cooperate in developing Sihanoukville Autonomous Port as a logistics hub and providing support for the Phnom Penh City Transmission and Distribution System Expansion Project. Both parties emphasized the importance of collaboration in various sectors, such as water, digital technology, and cybersecurity. The loan will also fund the rehabilitation of sections of National Road 5 to enhance transportation infrastructure and regional connectivity. The discussions aimed to strengthen economic cooperation and attract more Japanese investments in Cambodia.

Japan to provide $50M for Phnom Penh power project

 The Japanese government will provide eight billion yen ($50 million) in financing for the Phnom Penh City Electricity Transmission and Distribution System Expansion Project in Cambodia. This is part of a larger financial package of over $103 million announced during the recent visit of Kamikawa Yoka, Japan's Minister for Foreign Affairs. The project aims to improve electrical stability in Phnom Penh by upgrading infrastructure and rehabilitating existing facilities. Additionally, Japan has provided grant aid and a loan for other projects in Cambodia, such as human resource development scholarships and improvements to National Road No. 5 connecting Phnom Penh to the Thailand border. During the visit, both countries discussed enhancing their Comprehensive Strategic Partnership and promoting economic ties, including encouraging Japanese investment in Cambodia. Japan also pledged support for Cambodia's social infrastructure development, including water supply and digital security, as well as cooperation in demining efforts. JICA has supported various projects in Cambodia, focusing on people-centric sectors like water supply, education, and healthcare. Summary	USAID provided US$600,000 in additional humanitarian assistance to support response efforts to severe flooding in Cambodia caused by multiple tropical storms and prolonged torrential rain since early October. With the additional assistance, USAID’s Bureau for Humanitarian Assistance is supporting the UN World Food Programme (WFP) to provide emergency assistance to help 3,725 affected families purchase food. The assistance builds on an initial US$100,000 provided to WFP in the immediate aftermath of the floods to distribute emergency food to more than 2,560 families in the hardest-hit areas of Pursat province. With USAID support, WFP has helped strengthen the national disaster management information system of the Cambodia National Committee for Disaster Management (NCDM), contributed to NCDM’s ability to monitor risks and impacts as the flooding occurred as to quickly mobilise resources to respond in affected areas. Since 2002, USAID has provided nearly US$13 million in disaster response, preparedness, and risk reduction assistance in Cambodia.

Summary	WB approved a $100 million credit from the International Development Association (IDA) for the Cambodia Road Connectivity Improvement Project.The project will enhance rural communities’ access to critical services, such as health centers, referral hospitals, schools and markets, through the improvement of climate-resilient rural roads. Summary	China has financed the construction of more than 3,000 kilometres of roads in Cambodia. The figure was shared at the inauguration ceremony of National Road No. 55 with a total length of 182.16 kilometres and the groundbreaking for the construction of National Road No. 10 with a total length of 198.71 kilometres, held in Veal Veng district, Pursat province. The construction of National Road No. 55 linking Pursat provincial city to Thmar Da, at the border with Thailand, cost some US$132.80 million funded by China and the national budget of the Cambodia. The road was constructed by China Road and Bridge Corporation under technical control of Guangzhou Wanan Construction Supervision Co., Ltd., and these companies are also in charge of the construction of National Road No. 10 linking from Samlot in Battambang province to Koh Kong province with an estimated cost of US$188.38 million for an expected duration of 48 months, starting in December 2019.

Summary	Cambodia has set aside from US$800 to US$2,000 million to respond to the impacts caused by the COVID-19 epidemic. The budget will be used to save the Cambodian economy if the COVID-19 crisis continues for six months or even a year. Prime Minister Hun Sen had ordered all ministries to reduce their spending by 50 percent, except the Office of the Council of Ministers, the Ministry of Foreign Affairs and International Cooperation and the Ministry of Commerce which have to cut down their expenditure by only 25 percent. Cambodia has also reserved US$30 million to supplement health care costs in addition to what stated in the National Budget Law 2020.

Ministry launches new education programme for literacy, numeracy

Brief News:

The Ministry of Education, Youth and Sport (MoEYS) launched a national early grade learning program of Khmer language and mathematics, Komar Rien Komar Cheh (Children learn, children know), on Feb. 25, 2020. The program was supported by USAID, Global Partnership for Education (GPE), UNESCO, UNICEF, and the ministry’s NGO partners. It will first be implemented in Grades 1 and 2, while the project for Grade 3 students is currently under development.

Minister Mam Buheng: Cambodia-China Tboung Khmum Friendship Hospital completed 45% and will be finished at the end of 2021 with a total budget of 50 million USD

During checked the progress of Cambodia-China Tboung Khmum Friendship Hospital on 27th February 2020, the minister of the Ministry of Health professor Mam Bunheng said that this hospital will be finished at the end of October 2020 with a total budget of 50 million USD and the minister thanks the government of China for supporting Cambodia’s health sector. This hospital size is 24,300 m2 built on the land size 55,815 m2 that started to construct on Mar 1st, 2019, now completed 45%. This hospital will be installed modern equipment and a total of 300 beds.

Even though Covid-19 spread in the country, Japan still donated medical equipment to Cambodia

Japan donated medical equipment to Cambodia in the aim of against Covid-19 on Feb 26th, 2020. The medical equipment includes 9,360 isolation gowns, 480 alcohol hand rubs, 540 safety goggles, 12,200 sets of gloves, 12,000 shield face masks and 26,400 surgical face masks were handed over to the minister of the Ministry of Health H.E Prof. Mam Bunheng by Mr Mikami Masahiro ambassador of Japan embassy of Cambodia.

Save the Children promotes sign language learning

Brief:
Save the Children and Krousar Thmey held an event to promote the accelerating Khmer sign language project on Feb. 28, 2020, which help children with hearing impairment access quality education. It was founded by Australia’s Foreign Affairs Department and Trade. The project aims to support children with profound hearing loss in accessing quality education, to create an enabling environment by providing support to their families and by introducing Khmer sign language lessons to their teachers and fellow students. It benefits to 727 students in five schools in Cambodia.

JICA To Develop Agriculture Sector in Cambodia, Focus on Quality and Safety of Vegetable to Meet Market Need

JICA has been conducting a preliminary survey on Project of Quality of Vegetable Production in Cambodia. The study aims to understand about pesticide and waste in vegetable and to identify the value of agriculture production in Cambodia. The findings of the survey will be an input of short and long term comprehensive project, to develop the agriculture sector that focuses on vegetable production with safety and acceptable quality. This information is reported by JICA Country Director in Cambodia during the wrap up the meeting with MAFF’s Minister on Feb. 25, 2020.

Japan Provides Nearly US$900,000 for Three Development Project in Cambodia

Brief: Japanese government has granted nearly US$900,000 to Cambodia for three development

projects focusing on construction of irrigation systems, maternal and child health and

WASH facilities, and capacity building of youth.

The grant aid will be operated by three Japanese non-governmental organisations.

The first project costing US$80,000 will build a reservoir for agriculture in Preah Vihear

province, and it will eventually allow farming water access to the local, especially during

the dry season.

The second project of US$450,000 looks into the promtion of health, nutrition, water and

sanitation facilities in Preah Vihear province, and mothers and infants are key beneficiaries

of the intervention.

The third project with US$350,000 will promote community learning centres to provide

knowledge and life skill for school dropouts and unemployed youth.

Since 2002, the Government of Japan has provided grants to development NGOs in

Cambodia with a total amount of more than US$39 million for 125 projects, covering a

wide range of areas including education, health, agriculture, and mine clearance.

Korea Forestry Service (KFS) provide 5 forestry Fire Engines to the Forestry

Administration of MAFF (Ministry of Agriculture, Forestry and Fisheries) via

Asian Forest Cooperation Organization (AFoCO).

The participants are the Ambassador of the Republic of Korea in Cambodia,

Director of KOICA, KFS and AFoCO and the Minster of MAFF.

MAFF’s Minister expressed appreciation to the donation of forestry fire engine

because it is very helpful to effectively protect and reduce the disaster that

caused by fire in forest that always happen during dry season.

This donation ceremony was organized on Feb. 24, 2020 at Forest Research

Institute.
